Simply put: hydrosol is aqueous, and essential oil is oily. Hydrosol contains hydrophilic (water-loving) plant components, while essential oil contains lipophilic (fat-loving) molecules.
The oil content in hydrosol is trace, too small for the oil to separate or float to the surface (which is why hydrosol does not need to be shaken before use).
