Simply put, a hydrosol is water-based, while an essential oil is fatty. A hydrosol contains the plant's hydrophilic (water-loving) components, while an essential oil contains lipophilic (fat-loving) molecules.
The oil content in the hydrolate is trace, too small for the oil to separate or float to the surface (therefore, the hydrolate does not need to be shaken before use).
